These general procedural requirements for development in remote Aboriginal communities are designed to help you meet your obligations.
The first step with any new or proposed development in communities is to ensure the proposed land use fits with the area plan for the community, and that approval has been granted from the relevant bodies.
For more information about community area plans and land use approvals, refer to the Department of Infrastructure, Planning and Logistics .
When you commence planning a development, we require the following information:
- location
- lot density plans (for subdivisions only)
- zoning
- architectural plans
- site layout
- designer contacts
- draft design drawings and engineering report.

In turn, we will provide you:
- preliminary impact assessment
- procedural advice
- technical advice
- approximate fees
- special conditions, such as a required buffer zone or restricted use
- review of draft planning drawings
- Indigenous Community Engineering Guidelines
- planning checklist
- Water and sewer systems connection information
During this phase of the project, we will require you to provide:
- service location
- easement location
- specific water or sewer requests, for instance trade waste and demand loading
- final lot density layout
- master services layout
- design drawings and engineering report
- supporting design documents, such as geotechnical reports
- construction specification (for network extensions only)
We will assist by providing:
- review of design drawings
- impact assessment
- easement requirements
- scope of works
- in-principle approval of infrastructure upgrades or extensions
- engineering design approval
- drawing checklist
- design checklist
- standard drawings
- standard notes
The construction stage of your project will require you to provide:
- safety management plan
- testing and certification
- seven days' notice before starting work
- applications to connect
- project manager contacts
- contractor contacts
- design change requests
- plug sewer and blank water supply connections.
We will contribute:
- pre-construction meeting
- random works inspections
- construction advice
- approvals to connect
- review and approve design change requests
- advise of fees
- Notice of Intention to Start Work
- application to connect to power, water or sewerage services.
As part of the final stage of development, you should ensure you provide:
- final testing and certification
- as-constructed drawings and survey
- plumbing certificate
- electrical compliance certificate
- field returns
- all fees
- rectified defects
- seven days' notice for handover
- submitted land title plans
- Development Permit
- completed headworks (if required)
- resolved land issues.
We will assist by:
- providing final handover inspection
- finalising easement conditions
- reviewing title plan and easement conditions
- providing development clearance
- issuing Field Return Sheet for water and sewer
- Indigenous Community Asset Handover Guidelines
If an asset is being gifted to us, we will need you to provide:
- valuation of assets
- certificate of handover.
On our end, this is when:
- the defects liability period ends
- the practical completion is issued.
